During the early morning hours, Cpl. Kevin Smith saw a vehicle traveling southbound at more than 20 mph over the speed limit, police said.
Smith stopped the car at Exit 17 and, while speaking to the driver, he detected the smell of marijuana and called for a K-9 unit, police said.
During a pat-down, officers found a plastic sandwich bag containing marijuana on the passenger, Ken Alexander, 22, of Church Avenue, Brooklyn, police said.
A K-9 search turned up packaging materials and a vacuum-sealed bag of more than a pound of marijuana, police said.
Alexander was charged with sale of a controlled substance and possession of more than 4 ounces of a controlled substance, police said.
He was unable to post $10,000 bond and was taken to court for arraignment Friday.
