Malloy's Proposed Transportation 'Lock Box' Measure Fails

HARTFORD, CONN. – A proposed constitutional amendment, which would have protected transportation funding, passed in the state Senate but was defeated in the state House of Representatives on Tuesday, according to a report in the ctpost.

The so-called “lock box” measure, promoted by Gov. Dannel P. Malloy in his 2015 State of the State address, was rejected in the House by a vote of 100-40, the ctpost reported.

According to the ctpost report, this means that the proposed amendment will not appear on the 2016 statewide ballot and will not reach voters until 2018 – if it passes in the General Assembly – when the gubernatorial election takes place.

Both the House and Senate did approve budget adjustments, which the state needed to close a $350 million deficit caused by shortfall in state investments and other revenue, according to media reports.

In his address in January, Malloy had focused on transportation, saying that Connecticut had fallen short in this crucial area for the past two generations, according to a report in the Daily Voice.

Among the things that needed to change, Malloy said, were the ways residents commuted and got around their cities and towns; and the ways businesses moved their products, the Daily Voice reported.

He called on the state to “establish a collective vision” for the next 30 years, specifically, “a vision for a best-in-class transportation system,” the Daily Voice report said.

Malloy’s goals included safer highways and railways, shorter commutes, attracting new businesses because of the highway infrastructure, three new deep-water ports, an international airport, and more bike and pedestrian paths.

According to the Daily Voice report, Malloy had also proposed that the state create a secure transportation "lock box" that would "ensure every single dollar raised for transportation is spent on transportation, now and in the future. No gimmicks. No diversions.”
