STRATFORD, Conn. — With the Stratford Town Council deadlocked at 5-5 on the budget for the next fiscal year, Mayor John Harkins cast the deciding vote to approve the $215.3 million spending plan Monday night, according to the Stratford Star.

The Town Council set a rate of 38.99 mills for property taxes and 37 mills for car taxes, the Star said. The budget includes a $200,000 payment to the Water Pollution Control Authority to pay for usage of town buildings, the story said.

The budget for the Board of Education totals $106.7 million for the 2016-17 fiscal year, the Stratford Star said.
