Velez was charged with two counts of possession with intent to sell heroin and crack cocaine, possession of drug paraphernalia in a drug factory situation, possession with intent to sell within 1,500 feet of a school, illegal possession of narcotics, illegal possession of a controlled substance, illegal obtaining or supplying of drugs, failure to keep a narcotic drug in original container and risk of injury to a minor.

Velez was held on a total bond of $750,000, police said. He is scheduled to appear in court on Nov. 9.
